Leaders clash over head teacher recruitment requirements

Prossy Kisakye | February 5, 2025

The Parliamentary Education Committee is at odds with the government over the recruitment requirements for head teachers and their deputies at seed schools.

The controversy centers on the requirement that applicants have a minimum of six years of government pay slips and a master’s degree.

MPs on the committee object to this requirement, but Peter Ogwang, the State Minister of Sports, insists that the advertisement cannot be withdrawn, citing existing interested applicants.

“This advert is out, and the teachers who have applied also qualify. We want to get a strong committed carder to help us manage the schools for all of us as the people of Uganda,” Ogwang said on Tuesday.

This stance has angered the MPs, who argue that the requirements are too stringent.

The committee’s concerns about the advertisement’s requirements underscore the need for inclusive and equitable hiring practices in the education sector.
